FUNDING
•
The
intention
of
the
Private
Development
Funding
Programme
(PDFP)
is
to
provide
an
innovative
funding
opportunity
for
utilities
to
ensure
they
can
provide
an
all-inclusive,
analytical,
safe,
secure,
profitable
and
sustainable
Utility
Revenue
and
Asset
Management
Protection
Service
that
benefits
the
Utility, Businesses and equally important improving the quality of life for the Citizens.
•
Intelligent
IoT
Solutions
is
linked
with
Local
SA
Funders
and
will
facilitate
/
coordinate
certain
processes
between
the
relevant
utility
and
the
funders,
but
all
lawful
binding
agreements
will
be
directly between the funding service provider (Investor) and the relevant utility.
•
All
processes
and
agreements
are
strictly
according
to
the
following:
MFMA
(Municipal
Financial
Management
Act
56
of
2003,
MSA
(Municipal
Systems
Act
32
of
2000),
PPPF
(Preferential
Procurement
Policy
Framework
Act
5
of
2000),
Municipal
Structures
Act
117
of
1998,
the
Supply
Chain
Management
Policy
of
the
relevant
Municipality
/
Utility
and
all
other
required
South
African
Laws & Legislation.
•
Projects
should
be
large
scale
projects
at
least
R500
000
million
+
to
make
lasting
impacts
and
to
speed up goals and service delivery.
•
It
shall
be
noted
that
this
funding
programme
does
not
replace
budgetary
allocations
of
Municipalities
or
stop
any
other
processes
of
the
Municipality
/
Utility
finding
other
forms
of
additional finances.
•
NO
asset
transfer
to
anyone
is
required.
Assets
remain
under
the
control
of
the
Utility,
the
only
requirement
is
a
pledge
that
the
assets
are
going
to
be
maintained
within
the
5
year
funding
period
to
keep
the
threshold
value
in
tact.
No-one
reserve
any
rights
to
the
assets
of
the
Utility.
The
PFA
does
not contain any call / claim condition
to any asset even if the Utility is in bridge of contract.
